In order to evaluate the influences on decisions about the deployment of a person in an
emergency, it is necessary that we are primarily able to determine socio-economic factors. In
the evaluation, it is essential to find common factors. The advantage is the conformity of human
characteristics in terms of social application and its implementation. The output of this
research is primarily a rough identification of socio-economic factors, which can be further
developed, as well as the division of decision-making into four classes.
