Abstract

In the article the author suggests possibility consideration of safeness at the level of
regions and municipality. One of possibility is created set of indicators, that will be reflect
possibilities of rise risks of safeness. It will be monitoring indicators e.g. failure important
elements of regions (municipality). Their elimination is able to make for consequences, that
paralyses of life in the region. Like way out shows work up the requirements to the their
development strategic plans.
